Why Isn’t Seagate Freeagent External Hard Drive Recognized by PC?

My Seagate Freeagent external hard drive is not recognized by computer laptop. I discovered it is neither showing up in My Computer nor under Disk Management. Then I tried plugging it into to another computer, but I still get the same result. I can see the red light when I plug the external hard drive to my laptop.
